fa نظام حکومتی و دیوان‌سالاری ایوبیان تخصصي Special پژوهشي Research <h1 dir="RTL"><a name="_Toc347041112"></a><a name="_Toc347039959"><strong>نظام حکومتی و دیوان‌سالاری ایوبیان</strong></a><a href="#_ftn1" name="_ftnref1" title="">^{<span dir="LTR">^[1]</span>}</a></h1> <p dir="RTL"><a name="_Toc347041113"></a><a name="_Toc347039960"><strong>غلامرضا ظریفیان</strong></a><a href="#_ftn2" name="_ftnref2" title="">^{<span dir="LTR">^[2]</span>}</a><a name="_Toc347041114"></a><a name="_Toc347039961"></a><br> <strong>قسیم یاسین</strong><a href="#_ftn3" name="_ftnref3" title="">^{<span dir="LTR">^[3]</span>}</a></p> <p dir="RTL">چکیده</p> <p dir="RTL">دولت ایوبی در ناآرام‌ترین روزگاران شامات پدید آمد؛ یعنی سده ششم هجری که از بحرانی‌ترین برهه‌های زمانی در حوزه غرب دنیای اسلام به شمار می‌رود. روی‌دادهای برآمده از جنبش‌ها و هجوم‌های وحشیانه صلیبی به میراث دولت فاطمی در خدمت اتابکان سلجوقی، از حوادث عرصه سیاسی این دوران است.</p> <p dir="RTL">قلمرو ایوبیان از مصر تا جزیره &laquo;فراتیه&raquo; گسترده بود و خودش کانون میراث تمدنی و خاستگاه روی‌دادهای فراوان به شمار می‌رفت. با توجه به تأثیرگذاری این دولت اسلامی در جهاد با دشمنان صلیبی، پرداختن به نظام حکومتی و دیوان‌سالاری آن در این حوزه تمدنی برای آگاهی از سامانه اداری و دیوانی و حکومتی‌اش، بسیار مهم می‌نماید. بنابراین، این مقاله به روش توصیفی ـ تحلیلی در پی تبیین و تحلیل ساختار نظام حکومتی و دیوان‌سالاری ایوبیان است و به بررسی پیشینه تاریخی و روند پیدایی آن در این حوزه تمدنی خواهد پرداخت. فرضیه‌ای که در این مقاله آزموده می‌شود، چنین است: &laquo;ساختار حکومتی و اداری ایوبیان بیش از تأثیرپذیری از نظام فاطمیان، از ساختار حکومتی و اداری سلاجقه و اتابکان آنها و اوضاع و نیازهای روزگار خودش تأثیر پذیرفته و بر پایه نیازهای زمانه، متحول شده است&raquo;.</p> <div>&nbsp; <hr align="left" size="1" width="33%" > <div id="ftn1"> <p dir="RTL"><a href="#_ftnref1" name="_ftn1" title=""><span dir="LTR">[1]</span></a>. تاریخ دریافت، 11/3/90. تاریخ پذیرش، 22/6/91.</p> </div> <div id="ftn2"> <p dir="RTL"><a href="#_ftnref2" name="_ftn2" title=""><span dir="LTR">[2]</span></a>. استادیار دانشگاه تهران، گروه تاریخ، تهران، ایران.</p> </div> <div id="ftn3"> <p dir="RTL"><a href="#_ftnref3" name="_ftn3" title=""><span dir="LTR">[3]</span></a>. مدرس دانشگاه پیام نور مرکز ارومیه، گروه تاریخ،‌ ارومیه، ایران. <span dir="LTR">yasindatcom@yahoo.com</span></p> </div> </div> <h1>The Governmental and Bureaucratic System<br> of the Ayyubids</h1> <p>Gholam Reza Zarifiyan<a href="#_ftn1" name="_ftnref1" title=""><strong>[1]</strong></a></p> <p>GhasimYasin<a href="#_ftn2" name="_ftnref2" title=""><strong>[2]</strong></a></p> <h2>Abstract</h2> <p>The sixth lunar century is consideredto be one of the mostsensitiveperiodsof the western part of the Islamic world. Given that, theAyyubidgovernment was established in one of the most criticalperiods of Damascus (Shamat). From among the political events of that time, we can refer to events resulted from the political movements and brutal crusade invasions onthe heritage of the Fatimidsgovernment serving the SaljuqAtabeks.</p> <p>TheAyyubids territoryextended from Egypt to &quot;Foratiyeh&rdquo; island and was regarded as thehearthof civilization heritage and a good number of events.Given the crucial role played by this Islamic government in Jihad against the crusaders, studyingits bureaucracy in this civilization areacan prove effective in clarifying the administrative, bureaucratic and governmental systems of this dynasty. With that in mind, the present descriptive-analytic study aims to study the Ayyubid governmental andbureaucratic systems. To that end, it studies the historical background and process of formation of this system within this civilization area. The hypothesis tested in this study clarifies the point that the structure of the Ayyubid government and its bureaucracy system was more influenced by the Saljuqs,theAtabeks and the circumstances of the era than by the Fatimids, while adaptingitself to the needs and demands of its age.</p> <div>&nbsp; <hr align="left" size="1" width="33%" > <div id="ftn1"> <p><a href="#_ftnref1" name="_ftn1" title="">[1]</a>.
