Bijar on the Path of Development during the Second Pahlavi Era:
A Documentary Analysis of Development Policies and Their Consequences (1327–1352 SH)

With the beginning of the Second Pahlavi period and the emergence of the concept of national planning, five national development and socio-economic programs were designed and implemented between 1327 and 1352 SH. These programs aimed to improve living standards across sectors such as agriculture, health, education, communications, and industrialization. However, the impact of these programs on less-developed areas like Bijar County has received little attention. The central question of this study is: To what extent did the development policies and programs of the Second Pahlavi era foster economic and social growth in Bijar County between 1327 and 1352 SH, and was there a genuine will to achieve comprehensive development in this region? Using a descriptive–analytical and documentary approach, based on archival materials, official reports of the Plan Organization, and the statistical yearbooks of Kurdistan Province, this research evaluates the outcomes of national development plans in Bijar. The findings show that although some measures were implemented in the fields of agriculture, education, road construction, and administrative services, the overall results fell short due to weak executive structures, insufficient investment, and poor coordination among governmental agencies. Consequently, by the end of the Fourth Development Plan, Bijar continued to face chronic economic and social challenges, and balanced regional development had not been achieved. |
