The Role of Pioneer Women and Men in the Cultural Developments of Guilan during the First Pahlavi Era

The Supreme Council of Education (1922–1938 CE/1301–1317SH) and later the Supreme Council of Culture (1938–1967 CE/1317–1346 SH) were among the key governmental institutions responsible for centralized cultural policymaking in Iran. Through the drafting and approval of essential laws and regulations, the council laid the foundation for Iran’s modern cultural, scientific, and educational system. Its responsibilities—including granting publication licenses, authorizing the establishment of national schools, awarding medals and honors, and evaluating the academic credentials of students educated abroad—extended the council’s influence to the cultural and educational activities of provincial regions, including Guilan. Given the province’s longstanding modernist tendencies, both men and women of Guilan actively participated in various cultural fields. Notably, Guilani women played a significant role, though often in smaller numbers compared to men. Accordingly, the main question of the article is: What role did Guilani women play in the cultural developments of Guilan in the First Pahlavi Era, compared to men? This descriptive–analytical study, based on archival documents (meeting records and resolutions of the Supreme Council of Education/Culture), examines the roles of pioneering men and women of Guilan in four cultural arenas during the First Pahlavi era: Publication of newspapers and magazines, Establishment of national schools, Receipt of medals and honors and Higher education abroad. Comparative analysis of these four areas reveals a male predominance, yet also underscores the notable contributions of Guilani women to the province’s cultural modernization.
