The Role of Amir Nezam Garrusi in the Thought of Progress and the Rule of Law during the Reign of
Naser al-Din Shah

During the second half of Naser al-Din Shah’s reign—particularly under the premiership of Hossein Khan Sepahsalar—remarkable efforts were made to reform Iran’s political and economic structures. Many scholars of Contemporary Iranian history have described this era as a period of progress and constitutionalism. The present study examines the role and position of one of the most influential political figures of that time, Hassan Ali Khan Amir Nezam Garrusi, in advancing legislation and modernization. Using a descriptive–analytical approach and relying on Amir Nezam’s own writings alongside historical sources, this paper explores his contributions to reform programs and initiatives aimed at improving Iran’s political and economic conditions. The findings reveal that Amir Nezam Garrusi was among the few pragmatic and successful Qajar officials who, through a broad understanding of modernization, helped cultivate progressive thought and provided opportunities for reform-minded thinkers such as Yousef Khan Mostashar al-Dowleh and Mirza Malkom Khan Nazem al-Dowleh. While maintaining traditional and Iranian cultural values, Amir Nezam expressed admiration for Western civilizational achievements and took significant steps in drafting governmental legal codes and establishing modern institutions such as the telegraph, railway, and mint. In this regard, he can be compared with other reformist statesmen of the period, including Mirza Ali Khan Amin al-Dowleh and Mirza Hossein Khan Sepahsalar.
